Global Admin Manage Agency On Agency Dashboard #209

When a global admin clicks on Dashboards -> Agencies and then on an agency's name - it takes them to the agency dashboard (with compliance rate etc.).

On that page - /agency_charts/AgencyName - just to the right of the agency name should be a text link to 'Manage Agency'. Currently there is no link (see this screenshot - the agency name is WildAid, and there's nothing in between 'WildAid' on the left and the date filter on the right): Screen Shot 2020-10-02 at 1 04 03 PM

It should look like this: https://mongodb.invisionapp.com/share/MYXRXC2T2H3#/screens/422348696

The link should take them to the same place as if they clicked on 'Agencies' in the top nav bar and then an agency name - which links to #/agencies/view_agency/OBJECT_ID (where OBJECT_ID is from the databases, something like 4e1234abcd1234abcd1234ab)

Hello @clockwerkz, thanks for offering to work on this! I have assigned it to you.

I realized I labeled this incorrectly as a "Good first issue" - because it involves the global administrator, you cannot use the sandbox - you'll have to build the foundation yourself. (well, if you want to test out your changes, that is, which is something we encourage.)

(let me know if you want me to unassign you, and if you want to try a different ticket. I can also help you with the build, if you have problem with the build docs.)
