Have a canonical list of fish species for agency species to use/modify/translate #434

The global administrative agency would like to have a canonical list of fish species, that other agencies can use or localize. Each agency can have their own list, which can be a full or subset of the canonical list, translated to their locale.

The idea is to have a list of species, using the scientific/Latin genus/species names. For example: The fish whose English common name is "bluefin tuna" is species "Thunnus thynnus". In Spanish the name is "atún rojo".

User story: An officer in the Galapagos agency wants to identify a catch on board a vessel as "atún rojo". An officer in the Coast Guard wants to identify a catch on board a vessel as "bluefin tuna". A WildAid agency administrator wants to be able to aggregate cross-agency data - e.g. answer the question "how much bluefin tuna was found on boardings in 2021?"

Describe the solution you'd like There's an existing canonical data set we can use at https://www.fao.org/fishery/collection/asfis/en

The format is: ISSCAAP code - not important for us Taxonomic code - useful as a primary key, it's a code for family/genus/species and should be unique. 3-letter code - inter-agency code. not important for our use

Scientific name - this is a unique key and the "rosetta stone" source of truth. English/French/Spanish/Arabic/Chinese/Russian name - already-provided translation. Would be useful to have at least English/French/Spanish translations! Author - who came up with the scientific name - not important for our use Family - part of the taxonomy, already part of the taxonomic code, not important for our use. Order - part of the taxonomy, already part of the taxonomic code, not important for our use. Stats_data - values of 0 or 1, whether or not there are stats in a database. Not important for our use.

What needs to be done We need to come up with a way for agencies to: EITHER - select an existing translation in the agency "Form Data" section (Menu item "Agencies", then select an agency, then click "Form Data"). AND then tailor the list to be only the items they need.

OR

Create a new translation, starting with the canonical list (and maybe a translation? e.g. scientific name plus English?), and being able to add the language name (e.g. Swedish, Mexican Spanish) and translations.

Additional context The data could be stored in a database or in translation files (or in a different place?).

I don't have any particular opinions about the structure used to store/retrieve/translate the lists, but I do have an idea of the user experience, so I'd like an outline of what the solution would be before any work is done (in case it doesn't cover all the bases).

Note: the agency species list for form data is the same for everyone in the agency, even if someone's browser uses a different language/translations. (e.g. if the agency species list is in English, and an officer uses a browser set to es-ES, they should still retrieve the agency's list in English).

@jflip this is a new issue, that I think you might enjoy working on. If so, I'd love to hear ideas you have about how this can be structured.

Been I'll this week, but gave it a read over I'm not that familiar with MongoDb but I've been going over the services code and learning

I'm going to set up my own instance over the weekend as it seems prudent with this kind of feature

Then try and put together a basic design next week 👍
