Agency admin and global admins should be able to change role of user #451
Go to Users->All Users and go to page 2. Click on the Edit link next to Sheeri Cabral and change the user. This bug needs confirmation as it seemed to work today from a global admin account. Will be easier once issue #440 is resolved.
