Add in Users->User Group menu item #474

The page should go to the User Group page that looks like this: https://mongodb.invisionapp.com/console/share/VJXLVXNPGW4/587693574 - Note that Users is a link to the Users->All Users Page. Do not add in the Create Activity Report and Add New Group buttons.
