History Page - Location & Date picker #10

Story

As an admin I want to choose a location and a date to display various info (i think the second part is actually taken care of in issues 10-11

Criteria & special considerations

Use a date picker (https://projects.wojtekmaj.pl/react-datetime-picker/)
Reuse a drop-down for the location

(Infos that will be displayed- Carte de pluie

Graph de coût)

Integration test scenario

on history page, i select a location from a dropdown menu
then i select a date on a calendar
buttons to access data are activated

Tasks

create component "drop down"
have a useState to manage the list
use react-datetime-picker
create 5 buttons that will activate upon selection of 2 previous criteria :
"get global log"
"get neural network log" see issue #5
"get assimilation log" see issue #8
"get assimilation parameters"
"get costs assimilation"
