PIE v2 jobs are being sent as HotSpotter jobs for sperm whales

Expected Behavior For sperm whales on Flukebook, only MiewID and PIE v2 jobs are sent per annotations.

Current Behavior PIE v2 jobs (at least) are sometimes (but not always) sent to WBIA as HotSpotter job requests. This is a new behavior. This is causing very long queues and backlogs in Flukebook WBIA.

After two hours of root cause analysis:

• affected multiple users bulk importing multiple species
• logs show no clear root cause
• only affected Flukebook
• clearing the queue of jobs and resending bulk imports resolved the issue
• exploration of locationId selection for bulk import shows no behavioral change between 10.2 and past versions. not likely the source.
• The improperly created HotSpotter jobs had an empty queryConfigDict{}. No way to trigger that yet has been found.

Best, current hypothesis was that IA.json was temporarily corrupted and has since been fixed by a subsequent update. Pausing on investigation until we have more evidence in the future.
