Open code of conduct in new window #639

Expected behavior Users who report encounters on SeadragonSearch (/submit.jsp) click on the Code of Conduct link at the bottom of the submission page and view the link in a new window.

Current behavior Code of Conduct link currently opens in the same window, resulting in users losing their input information before it's submitted.
