Update Footage section of Report an encounter page #664

The current Report an encounter page (/submit.jsp) says:

Footage

Add your photos and videos below. Photos can be selected from your computer.

While Wildbooks allow users to upload video files, they can't be used for identification. Only photos are sent for image analysis.

The updated text should read:

Photos

Upload photos below ( .jpg, .jpeg, .png, and .bmp). Videos can be stored, but not used for image analysis.

Changes can be made to Wildbook/src/main/resources/bundles/en/submit.properties file.
