Create Encounter API

Feature description and context

Submit encounter is being rewritten in react, so we need an API that does the work of creating an encounter from the submitted information

• PR needs to branch off of feature branch: submission_page

Functional Requirements

• POST encounter API that accepts the following parameters
  • images
  • date (required)
  • location ID (required)
  • gps lat
  • gps long
  • verbatim location description
  • species
  • comments
  • submitter name
  • submitter email
    • creates account following historical pattern
  • photographer name
  • photographer email
    • creates account following historical pattern
  • others to inform
    • creates account(s) following historical pattern
  • data owner (if none, then public)
• 200: "encounter successfully created" + encounter GUID
• 201: "encounter successfully created, some images failed to upload" + encounter GUID + failed image file names
• 400: "could not create encounter. try again"

highly likely that "images" here may just be IDs referencing images already uploaded using mechanism from 750. TBD
