Rename miew #240

Tbd -> MiewId tbd -> miew-id

To include for the docker container, --miew-id flag must be added (just like --pie-v2).

The script directory is loaded inside /wbia/wbia-plugin-miew-id/wbia_miew_id

To enable algorithm usage from API calls, the data of call to /api/engine/query/graph must include : { 'pipeline_root' : 'MiewId' }
