Images Cannot Be Installed When Server Permissions Incorrectly Set #316

Images for the default ACP and forum themes and style sheets for the ACP should be included with the package so that, in the event of incorrect folder permissions/inability to write files, the admin can still copy the forum images from the install package to the other themes.
