Describe the bug When low-power sleep is about to begin a message is sent to CLI so it could take the appropriate action, if needed.

To Reproduce Use a Meadow and monitor the USB serial port for a message being sent to CLI when low-power sleep is about to be entered. The HCOM message type has the value of 0x0312 (786).

Expected behavior A Message should be sent, none is being sent.
