ToolWindow icon visual weight #6

The toolwindow icon needs to be tweaked a bit. It seems like it is a bit bigger than the normal icons. The other icons are about as tall as the text. The terminal toolwindow icon was about 11x10px tall with a 1px border on top, left, and right and 2px on the bottom.
