Repeated C-c C-c without modifying input breaks layout #3

This is to do with suggest--update-needed being called twice.

Interestingly, it doesn't seem to happen on Emacs 25.1.

Seems to be occurring again.

This can be worked around by making a trivial edit to the buffer, but we should fix it properly.

Undo is also broken, which I suspect relates to this.
