Lower Weight on TCCM #254

Version (PM the bot with /version): 1.4.5 Convention settings: 11 Steps to reproduce or replay link: https://hanab.live/shared-replay/1178586#7 Additional information: the TCCM on T7 by bot4 is completely uncalled for in my opinion.

In a vacuum, this TCCM doesn't seem that bad. b4 is a card that we will likely have trouble saving later, so this could prevent an unnecessary bottom deck risk (BDR). However, in this case bot4 can OCM instead, which is better for tempo and efficiency. I've modified it to prefer OCM over TCCMs in the next update.
