ended early game without 5 stall #507

Version (PM the bot with /version): 1.8.3 Convention settings: level 11 Steps to reproduce or replay link: https://hanab.live/shared-replay/1322687#12 Additional information: it needs to clue m5 to 5 stall before ending early game

This was because there was some asymmetry in deciding whether 1 to bot3.5 a valid save clue, but that should be fixed in the next update.
