Flatten Submodule Structure #44

Some reorganization to facilitate clear documentation and simplify structure for developers.

Moved basis classes and dimensionality reduction tools out of pre and into a new basis submodule.
Promoted Transformer classes / preprocessing tools from pre.transform to pre.
Moved time derivative tools from pre to utils.
Moved operator classes from core.operators to a new operators submodule.
Renamed the core submodule to roms.

Biggest API changes:

Use opinf.utils.ddt() instead of opinf.pre.ddt() (still exists in pre for now but raises a DeprecationWarning).
Use opinf.basis.PODBasis instead of opinf.pre.PODBasis.
