Updated versions #95

This PR enables compiling for me on my VM. I worked on the master branch.

All versions were updated. The workaround about Win ARM64 can be removed when Multiple Ciphers delivers a new version (with quadmath disabled by default): https://github.com/utelle/SQLite3MultipleCiphers/issues/126

Thanks for the contribution. It looks good at first sight.

We will be skipping some version of SQlite 3.42.x and 3.43.x. I hope nobody will need those specific versions
