Move Leeching Seed buffs to ZetTweaks #16

I'll move it over to an item tweaks mod when I get around to finishing it.

in addition to leeching seed, transcendence should absolutely not be buffed by default, it's a completely random and unrelated effect to the mod and there is no indication anywhere on the thunderstore page that it has either of these effects. imo, both of these buffs can be in this mod bc why not, but they should absolutely be disabled by default.
