Toolbar - The blur-behind effect was broke in Windows 11 22H2 #260

After updating to Windows 11 22H2, the toolbar has no blur-behind effect. Before: image

Seems that it caused a regression... When enabling SET-TOP, we get this fatal error image

Seems that there is still more work to do here

Fixed: WindowTop 5.17.2-beta3 - setup.exe.zip

The actual fix did not cause this regression. I added extra code by mistake and forgot to remove it in the previous build.
