The idea is to have a hotkey to move the window behind all other windows.

If a window has the set-top mode enabled, the window will be moved behind all top-most windows but not behind all non-top-most windows
If a window does not have set-top mode enabled, the hotkey will cause the window to move to behind all windows including non-top-most windows
