Fix make parallelism #35

Fixes paralelism of make.

PS: I created this PR as I thought I forgot to create it but it was already created as https://github.com/ZacWalk/mingw-woarm64-build/pull/30 but closed. Let's wait how the discussion will went there and eventually close this one.
