Switch to InfoBar #122

Using ContentDialogs all the time is both mildly invasive of the user experience, and also introduces potential for the app to crash if a dialog is requested while another is already displayed.

We can't use InfoBar because WinUI 2.5 breaks the visual state breakpoints in the shell, and the WinUI 2.6 prerelease completely breaks acrylic and reveal backgrounds

This is no longer blocked, WinUI 2.6.2 works just fine.
