It seems like caused by player using hacks to fly with very high speed, (I guess), You can try to adjust packet threshold of packet-limiter in paper-global.yml, or add anti cheat, or provides spark profiler report to prove that this lag caused by Leaf.

In the end, I recommend you to use Leaf 1.20.4
