Configuration file location #18

The modules ui, node and cli all have their specific locations for the configuration file. This could be useful in some cases but normally, we want to use the same file. We should keep looking for the specific location but in case the configuration file is not found, look into the parent 'config' folder.

Fixed using the maven 'dist' module.
