Isn't something made/published by the Moroccan gov should be in the public domain and not GPL v3, just a genuine question?

The GNU GPL license can be used by everyone for any kind of software. To be in the public domain or to choose a specific license is the choice of the developers.

The GPLv3 is better for software that the public domain. Enforcing the copyleft and such.
