Support fo misconfigured signal channels #18

The simulation supports misconfigured channels for noise simulation. Need to add support for also misconfiguring channels for signal simulation.

Turns out I already wrote this class. https://github.com/WireCell/wire-cell-gen/blob/master/src/Misconfigure.cxx

Because only select channels should get misconfigured this requires a split+chsel+merge similar to L1SP.
