[x] drop h5cpp dependency in favor of ~highfive headers~ HDF5 C API.
[x] remove hio's mutex and rely on --enable-threadsafe HDF5 library build (see https://github.com/WireCell/wire-cell-spack/commit/cd18fbc53269a99cf200b6cd77493549c07d6276)
[ ] ~Add tensor sink/source following the tensor data model in PR #187~ migrate HDF5FrameTap and remove HDF5FrameSource (for this issue).

Related #150 and the side track work in #217 brings ICluster support to tensor data model. One more reason to add HDF5 support.

Rebuilding hio with recent h5cpp gives a lot of compiler errors in h5cpp.
