[PHP] version specific

Seems like the various ubuntu versions changes their package management and format of the config files

• php5-suhosin: 13.04 / 13.10 - missin
• php5-apc: replaced by opcache / apcu in 13.10
• extension config: using xx-ext.ini in 13.04 / 13.10, linked into fpm / cli
• conf.d: missing in 13.10

Options:

1. drop support for the moment of 13.10 (most complex and still fresh)
2. define how to handle custom ops per ubuntu version.

• php5-apc is installed only for Ubuntu <= 13.04
• php5-suhosim - not installed anymore

Need to test the other options.

only support 14.04 - need a second pass but we'll be able to cleanup (e.g. remove apc)
