Feature: Timer and Notification

Background

As we usually wanna push issues forward, but have to wait everybody to reply or give comments. It's hard to set a deadline for these issues, that's why @hunvreus or marketing guys want everyone to move faster.

Scenario and solution

Scenario 1: Recruitment issues

• A new guy(issue) is proposed.
• Makara wants everyone to give comments on this guy, and this issue needs to be solved at tomorrow 12:00 pm.
  1. Makara sets a timer(tomorrow 12:00 pm) for this issue.
  2. Team get notification of this issue at the same time.
• Makara does his work and forgets this issue.
• By the time of next day 12:00 pm, Makara gets notification to deal with the issue, closes it or pushes forward to next step.

  Scenario 2: Marketing issues

• Jonathan makes a issue of PyCon event.
• Jonathan wants anyone who is interested in this to give a comment or proposal, then he sets a timer of tomorrow 12:00 pm. Everyone gets notification of this.
• By the time of next day 12:00 pm, Jonathan gets notification to deal with the issue, it seems that no one has replied? Close.

So basically a "remind me about the issue" kinda feature. I think @mpathiuk wanted a similar thing.
