Handling for StartPowerMeas.py script need to be updated, As it always to be re-executed for new set of inputs #110

Hi,

Handling for StartPowerMeas.py script need to be updated, As for changing maxEIRP from SAS we always need to first stop the already running process and re-execute the script for running new set of inputs.

So if possible please update this script, so that we can run multiple configurations while running it one time only.
