WINNF.FT.C.MES.4: RECEIVED_POWER_WITH_GRANT is sent by Test harness when "operationState":"GRANTED" #125

Hi,

According to WINNF-TS-0122-V1.0.0 , test WINNF.FT.C.MES.4], section 3, the measReportConfig=RECEIVED_POWER_WITH_GRANT will be sent by the SAS Test harness when the cbsd operationState=AUTHORIZED". The actual results is that the measReportConfig=RECEIVED_POWER_WITH_GRAN is sent when the cbsd operationState="GRANTED. This is confirmed in the json file MES_heartbeat_GrantedState_MeasConf.json, where the operationState=GRANTED. The test ends successfully in the Mock SAS server, however this issue should be clarified. The test document WINNF-TS-0122-V1.0.0 should be updated or the json file MES_heartbeat_GrantedState_MeasConf.json.

Approved resolution is as follows:- Expected jason needs to be updated such that before the first successful HBT UUT remains in Granted state Add 1 HBT before measurement report config
