WINNF.FT.D.DRG.2 need separated files of DRG_Success.json #130

The problem is trivial.

When reached question stage in WINNF.FT.D.DRG.2, the test harness just prompts the same question two times for CBSD1 and CBSD2, Did the CBSD stop RF transmissions upon sending the Deregister request?

Need to follow WINNF.FT.D.RLQ.2, to use different json files, RLQ_relinquish_success.json and RLQ_relinquish_success2.json, for 2 CBSDs.

Fixed for WINNF.FT.D.DRG.2 and WINNF.FT.D.DRG.4 test cases, in branch predev_1.0.0.3
