WINNF.FT.C.HBT.11 grantExpireTime difference betweeen WINNF-TS-0122 and harness #134

WINNF-TS-0122 specifies in step 1 for WINNF.FT.C.HBT.11 that the grantExpireTime is start of test + 300 seconds. The Consts.py file has the value set to 360 seconds. SHORTER_GRANT_EXPIRY_TIME = 360

Link to Issues #128 and #132 (other issues with WINNF.FT.C.HBT.11). The test case needs to be re-worked. Note: test case is optional for certification
