Addressing Issues

73 CPI signature data check does not have required installationParam in json schema

74 HBT repeats failure due to heartbeatInterval time comparison

75 heartbeatInterval changing to 60 seconds

76 maxEirp range incorrect in grantOptional.json

Plus, added REG "waiver" test cases provided by Nokia

Sorry -- accidentally merged Linux changes from test_branch_ericsson into the bug-fixes branch. Reverted that merge, but then cherry-picked fixes or issues #80, #81, #83 and #85 from that branch.

Both pull-request branches should be up-to-date with changes.
