feat(acre): ACRE compatibility #203

Describe your changes

Makes UNSC Foundries compatible with ACRE
Puts the ACRE items into the Tools section of ACE Arsenal instead of Misc.
Note that saving/restoring radios like TFAR doesn't work with this by default.
