Description

This PR:

Updates Spoke to use Node v20 LTS
Updates the CI/CD pipeline to use Debian bullseye instead of the deprecated Debian buster

Motivation and Context

Follow up to https://github.com/politics-rewired/Spoke/issues/1554 + #37
