[PICOM] Add animation settings from default picom config #70

NixOS 24.05 removed picom-allusive package. I found out default picom has support for animation, but authors created custom format for animation settings, that neither nixos configuration and home-manager support it. I need to fork nixpkgs or home-manager project and add it. After that I can update new configuration to my dotfiles
