Add support for NB-IoT-DevKit board by Olimex Ltd.
The board uses CH340T for flashing with automatic power-on and reset.
RTS controls reset key, DTR - power-on. This is the main enhancement, that needs to be done.
To maintain compatibility with other boards, this is optional argument selected by vendor string.
