fix: change to run grafana role after prometheus role #72

grafanaデプロイにネットワークのprometheus_netが必要 prometheus_netはprometheusデプロイ時に作成されるため grafanaのデプロイをprometheusの後に移動

awsなどのテンプレートのほうにもう更新してくれますか？

bareのtemplateを修正しました。 awsのtemplateは元からprometheus->grafanaの順になっていましたので修正の必要はありませんでした。
