secondary_xaxis doesn't seem to use formatters #15621

A temporary solution is to manually edit axis.py, line 760.
The definitive one is to wait for a Matplotlib update (schedulled for 0.3.30), pip install --upgrade matplotlib

The prebuilt version incorporates the temporary solution. If you use the source files, you need to apply the solution yourself, or wait for the update.

Still the same bug with matplotlib 3.2 but this time it affects another axis in DR-Altimeter. Applied again the temp solution.
