Add internal documentation for classes in the "utilities" package

Previously I thought only classes in the "models" package justified the effort 
of javadoc.  But with expansion of the "utilities" package, and its use to 
scripted methods and generators, the value of its documentation has become 
increasingly clear.  Therefore, I propose javadoc documentation for all classes 
in the "utilities" package--or at least GraphUtilities and to-be-created 
ArrangementUtilities (see Issue #100).
