Add a Windows launcher/installer

An additional Windows launcher/installer would help by:

 * Allowing for an application icon beyond the default Java icon
 * Add VisiGraph application shortcuts to the appropriate system menus
 * Set up file-associations with the *.vsg file extension
 * Allow for relaunch-on-download capabilities (for generators and functions)
 * Allow for automatic update capabilities

The latter two capabilities should most likely be addressed through a kind of 
"flag" file to simply signal whether on VisiGraph's closing, the most recent 
version should be restarted.

Consideration should be made, also for automatic updates to the launcher, 
itself—although this may be implemented in later versions, for now.
