Preferences dialog should allow manual language choice #94

Presently, VisiGraph supports American English, British English, and Spanish.  
Unfortunately, however, there is no way to manually choose which one to use 
without changing it on one's OS as well.  It'd be nice to have an option in the 
preferences menu--to be applied next time VisiGraph is started.
