Edge and vertex weights should have selectable precisions #97

Unfortunately, if you create a weighted vertex or edge, then choose to view the 
weight, it will be rendered with as many digits as possible.  Although 
technically correct, this can become annoying quite quickly when, say you're 
only interested in the first three digits and the text is covering up part of 
the graph.  There should be a new user setting to control the maximum number of 
digits displayed after the decimal.
