[Quest] Onward, to Light's Hope Chapel #2695

What is happening: Upon accepting this quest, no caravan is available to ride.

What should happen: Caravan should be in the area and able to ride it to Light's Hope Chapel.

As of 6th of December 2019, quest is not added to the bq command yet.

also https://github.com/WoWManiaUK/Blackwing-Lair/issues/4046 is on the wrong order,

after completing the quest by command the quest delivery is in wrong location ofc :)
