[Quest/NPC] This Is Our Army - ID 27173 - Western Plaguelands #3345

What is happening: Although not clear in the quest text itself, the map points to area of Writhing Haunt. The Forsaken Outrider don't seem be present in this location (or are phased incorrectly).

What should happen: The Forsaken Outrider should be present for player to kill. The only videos I could find are from a later patch where Thurman Grant was moved, so unsure if this is 100% representative. https://www.youtube.com/watch?time_continue=3&v=QBkZ-8ldJ3c

EDIT: The NPC questgiver Thurman Grant may be causing the issue? He is in the wrong location for turn-in once GM forced completion https://www.wowhead.com/npc=45165/thurman-grant WoWScrnShot_091919_222151

Once completed, he is found back at Chillwind Camp, even though the map turn-in spot locates him in Writhing Haunt, as does the guide in Wowhead. WoWScrnShot_091919_222535

Once Forsaken Outrider (id:45209) added, quest works perfectly.
