The current homeless that loot the corpses spam their dialogue message.
[x] [Npc] Missing Rares in this zone – I was unable to find Slark, Master Digger etc See http://wowrarespawns.blogspot.com/2012/07/westfall-rare-spawns.html for more info on these mobs as I don’t think they are added atm. Edit: did only managed to find vultros and foe reaper 4000 (no issue - echi found both)
[ ] [Quest] Lou’s parting thoughts https://www.wowhead.com/quest=26232/lous-parting-thoughts quest does not work correctly atm, the thugs are scripted right EXCEPT that they remain npcs and don’t turn into hostile mobs so there is no way to fight back. [x] [Phasing] Sentinel Hill is phased to already be “invaded” by the defias, this should only happen at the end of the zone’s quest line. There are doubles of the quest givers cause of the phasing. https://wow.gamepedia.com/Sentinel_Hill see section on phasing. Also not sure if the guards should be doing damage to who they are attacking as they are also killing the riverpaw mobs, making their associated quest that much harder.

[ ] [Quest] Secrets of the tower https://www.wowhead.com/quest=26290/secrets-of-the-tower quest does not work at all and prevents the follow up quest that would send the player to moonbrook. Quest item does not work either. Also check on the Mercenary mob’s loot table, I couldn’t get any drops from them, I tried to google for their loot tables but didn’t have any luck. [ ] [Item] [Quest] Captain Sanders’ treasure map https://www.wowhead.com/item=1357/captain-sanders-treasure-map Confirm if this item is in the game, could not get a drop from like 30+ murlocs killed. Edit: I later got a drop from the mobs at the south west of the zone however the mobs near the Report entry 3 should also drop this quest item.
[ ] [Npc] [Item] Moonbrook thug/Red bandana https://www.wowhead.com/npc=42677/moonbrook-thug drop rate of this item to start the quest is very low. A lot of the time these npcs drop NO items plz check their loot table. Could not get a redbandana without GM help for https://www.wowhead.com/quest=26296/evidence-collection
Side note: Quest 26296’s quest item drop rate for the 6 red bandanas are working 100% but I needed Psygoa’s help to get the quest. (quest starter drops are 12% and must have the quest Propaganda in log Bandannas drop from Moonbrook Thugs while players are ostensibly on the quest Propaganda)

[ ] [Npc] Thor https://wow.gamepedia.com/Thor npc has a permanent 2nd dialogue option that should only be present when you are on the quest (quest was removed from him in 4.0.3)
Conclusion: the zone is functioning very well and will definitely serve the purpose for players trying to quest from lvl 10-15. However without the fixes in this report the Achievement: Westfall quests would not be obtainable.
