[Quest(chain)] A Perfect Costume - ID 28202(3/4/5)(Alliance) - Burning Steppes

There're number of problems with this quest, that's why I marked it as a whole quest chain:

1. The quest itself is not working - the dialog box is not appearing as it should be, thus rendering the completion of quest impossible (from what I know, quest been reported, but only on horde side and is "fixed" on horde side alone)
2. There's no NPC, John J. Keeshan at Chiselgrip to finish this quest as Alliance or have any follow-up quests... And there're plenty of quests from him.
3. Same thing with NPC from Morgan's Vigil - he's just not there, rendering Alliance a completion of over a dozen of quests in that location from him alone.

Upon right-clicking on a table next to questgiver, a dialog-box should appear with different choices of clothing (as seen in video), yet it appears empty.
