NPC missing, when spawned in PTR Freewind Brave (ID: 45278) no interaction possible.

After fixing #2038 and delivering The Brave and the Bold you then pick up http://cata.cavernoftime.com/quest=27276 you cant deliver the quest back to https://www.wowhead.com/npc=45278/freewind-brave hes not here
